ভিডিও ছড়িয়ে দেওয়ার ভয় দেখিয়ে থানা ব্যারাকেই নারী পুলিশকে ৬ মাস ধরে ধর্ষণের অভিযোগ।
এবার ঢাকার দক্ষিণ কেরানীগঞ্জ থানার নারী ব্যারাকে এক নারী পুলিশ সদস্যকে ধর্ষণের অভিযোগ উঠেছে একই থানার কনস্টেবল সাফিউর রহমানের বিরুদ্ধে। অভিযোগে বলা হয়েছে, তিনি ধর্ষণের ভিডিও ধারণ করে তা ছড়িয়ে দেওয়ার ভয় দেখিয়ে ছয় মাস ধরে ওই নারী সদস্যকে থানা ব্যারাকেই বারবার ধর্ষণ করেন। মামলা করতে গিয়ে ব্যর্থ হয়ে আত্মহত্যার চেষ্টা চালিয়েছেন ভুক্তভোগী। অভিযোগ রয়েছে, থানার ওসিসহ জেলা পুলিশের একাধিক কর্মকর্তা ঘটনাটি ধামাচাপা দেওয়ার চেষ্টা করছেন।
তবে পুলিশ বলছে ব্যারাকে এমন কোনো ঘটনা ঘটানোর সুযোগ নেই। কারণ একটা ব্যারাকের রুমে কেউ না কেউ থাকে সব সময়। পুরো বিষয়টি নিয়ে পুঙ্খানুপুঙ্খ তদন্ত চলছে। এ বিষয়ে অতিরিক্ত পুলিশ সুপার (কেরানীগঞ্জ সার্কেল) মো. জাহাঙ্গীর আলম বলেন, আমাদের পুলিশ একটি সুশৃঙ্খল বাহিনী। এটা প্রেমঘটিত কিনা কাউকে ফাঁসানো হচ্ছে কিনা সব দেখা হচ্ছে। তাই এই মুহূর্তেই এ বিষয়ে সঠিকভাবে বলা যাচ্ছে না। তিনি আরও বলেন, ওই নারী কনস্টেবল আমাদের কাছে অভিযোগ করার পরপরই আমরা একটি তদন্ত কমিটি গঠন করেছি। তদন্ত কমিটির রিপোর্ট অনুযায়ী ব্যবস্থা নেওয়া হবে।

এদিকে ভুক্তভোগী ওই নারী সদস্য জানান, চলতি বছরের ফেব্রুয়ারিতে তিনি আশুলিয়া থানা থেকে বদলি হয়ে দক্ষিণ কেরানীগঞ্জ থানায় যোগদান করেন। এরপর পরিচিত হওয়ার কথা বলে সাফিউর তার সঙ্গে যোগাযোগ শুরু করেন। গত রমজানের ঈদের পর এক রাতে ব্যারাকে একা থাকাকালে সাফিউর হঠাৎ রুমে ঢুকে তাকে জাপটে ধরেন এবং ধর্ষণ করেন। এসময় তিনি মুখ চেপে ধরে পুরো ঘটনার ভিডিও মোবাইল ফোনে ধারণ করেন। কান্নায় ভেঙে পড়লে তিনি মাফ চেয়ে বলেন, ‘মাথা ঠিক ছিল না, যা হয়েছে ভুলে যাও। কাউকে বললে ভিডিও ছড়িয়ে দেবো, তুমিও বাঁচতে পারবে না।’
চাকরি হারানোর ভয়, সামাজিক লজ্জা ও নিরাপত্তাহীনতায় নিরব থাকলেও ওই ভিডিওর ভয় দেখিয়ে সাফিউর দিনের পর দিন থানা ব্যারাকেই তাকে ধর্ষণ করে যান বলে অভিযোগ করেন ওই নারী সদস্য। সর্বশেষ ১৫ আগস্ট রাত ২টা ৩০ মিনিটে আবারও তিনি ধর্ষণের শিকার হন। ওই রাতে ৩টা ৪৫ মিনিটে সাফিউর তার রুম থেকে বের হন। এসময় বিয়ের আশ্বাসও দিয়ে সম্পর্ক চালিয়ে যেতে থাকেন তিনি।
নারী সদস্য জানান, যখনই তিনি বিয়ের বিষয়ে চাপ দেন বা শারীরিক সম্পর্কের বিরোধিতা করেন, তখনই সাফিউর তাকে মারধর করেন। তার কাছে সেই নির্যাতনের একাধিক ছবিও রয়েছে। একপর্যায়ে তিনি ১৬ আগস্ট থানার সেকেন্ড অফিসার এসআই ইবনে ফরহাদকে বিষয়টি গোপনে জানান, কিন্তু তিনি বিষয়টি ওসি তদন্ত আল-আমিন হোসেনকে জানিয়ে দেন। ওসি তদন্ত ও অভিযুক্ত সাফিউরের বাড়ি একই এলাকায় হওয়ায় শুরু থেকেই তাকে বাঁচানোর চেষ্টা করেন বলে অভিযোগ করেন ভুক্তভোগী।

Although she remained silent due to fear of losing her job, social shame and insecurity, the female member alleged that Safiur raped her day after day at the police barracks, using the video as a threat. She was raped again at 2:30 am on August 15. Safiur left her room at 3:45 am that night. During this time, he also promised to marry her and continued the relationship.
The female member said that whenever she pressed for marriage or opposed physical relations, Safiur beat her. She also has several pictures of the torture. At one stage, she secretly reported the matter to the second officer of the police station, SI Ibne Farhad, on August 16, but he reported the matter to the OC investigation, Al-Amin Hossain. The victim alleged that since the OC investigation and the accused Safiur's house were in the same area, he tried to save her from the beginning.
তিনি আরও বলেন, ‘১৭ আগস্ট আমি থানায় গিয়ে ধর্ষণ মামলার লিখিত অভিযোগসহ আবেদন করতে চাইলে ওসি আক্তার হোসেন বলেন, ‘আমরা চাকরি করি, কেউ অভিযোগ করলেই তো মামলা নিতে পারি না। ঊর্ধ্বতন কর্মকর্তারা বললে তারপর ব্যবস্থা নেওয়া যাবে।’ আমি বলি, একজন সাধারণ মানুষকেও তো বসিয়ে রেখে মামলা নেওয়া হয়, আমি একজন পুলিশ সদস্য হয়েও বিচার পাবো না?’ এরপর ওসি তাকে আলামত নষ্টের বিষয়ে জানালেও কোনো ব্যবস্থা না নিয়ে থানার মুন্সীর মাধ্যমে তাকে অর্থের প্রলোভন দেখান বলে অভিযোগ করেন তিনি। পরদিনই তাকে জরুরি ভিত্তিতে সিসি করে পুলিশ লাইনে সংযুক্ত করা হয়। একইসঙ্গে অভিযুক্ত সাফিউরকেও পুলিশ লাইনে সংযুক্ত করা হয়।
পরিস্থিতির কোনো সমাধান না দেখে তিনি বিষয়টি অতিরিক্ত পুলিশ সুপারের কাছে জানান। এসপি অফিসে ডেকে পাঠিয়ে তাকে বিস্তারিত জানাতে বলা হয়। সেখানে তিনি তার কাছে থাকা ছবি, ভিডিও ও অন্যান্য প্রমাণ তুলে ধরেন। এ সময় সাফিউরও সেখানে উপস্থিত ছিলেন এবং তাকে বিয়ের প্রতিশ্রুতি দেন। কিন্তু পরক্ষণেই আলফা-২ অফিসারের কক্ষে ঢুকে জানান, তিনি ওই নারীকে চেনেন না। অথচ তারা দুজন একই থানায় দীর্ঘদিন কর্মরত ছিলেন বলেও জানান ওই নারী।
এদিকে ওই সময় সাফিউর একজন নারী কনস্টেবল স্বর্ণাকে নিয়ে উপস্থিত হন এবং দাবি করেন তারা এক বছর আগে বিয়ে করেছেন। তবে পুলিশের নিয়ম অনুযায়ী সদস্যদের বিয়েতে অনুমতি নিতে হয়—তাদের কেউই সেই অনুমতির কাগজ দেখাতে পারেননি। এসপি কার্যালয় থেকে শেষ পর্যন্ত কোনো সিদ্ধান্ত না নিয়ে কেবল লিখিত অভিযোগ গ্রহণ করে দুজনকেই পুলিশ লাইনে পাঠিয়ে দেওয়া হয়। এতে ভুক্তভোগী নারী পুলিশ সদস্য ক্ষোভ ও হতাশা প্রকাশ করে বলেন, ‘আমি শুধু বিচার চাই। আমি একজন পুলিশ সদস্য হয়ে থানায় দিনের পর দিন ধর্ষণের শিকার হয়েছি, অথচ আমার জন্য কেউ কিছু করছে না। আমার চোখের সামনে প্রমাণ নষ্ট করা হয়েছে, মামলাও নিতে চায়নি। আমি আর বাঁচতে চাই না।’
অভিযোগের বিষয়ে কথা বলতে অভিযুক্ত কনস্টেবল সাফিউরের নম্বরে ফোন দিলে, একাধিকবার ফোন দিলেও ফোন বন্ধ পাওয়া যায়। বিষয়টি নিয়ে দক্ষিণ কেরানীগঞ্জ থানার ভারপ্রাপ্ত কর্মকর্তা (ওসি) সৈয়দ মোহাম্মদ আক্তার হোসেনকে একাধিকবার কল দিলেও তিনি ফোন রিসিভ করেন নি। তবে ওসি তদন্ত আল-আমিন হোসেন বলেন, ওই নারী কনস্টেবল গত ১৮ আগস্ট আমাদের কাছে অভিযোগ করার পরই আমরা বিষয়টি ঊর্ধ্বতন কর্মকর্তাদের জানাই। তখন প্রাথমিকভাবে তাদেরকে জেলা পুলিশ লাইনে সংযুক্ত করা হয়। আর বিষয়টি নিয়ে তদন্ত করা হচ্ছে। তদন্ত শেষে বলা বিস্তারিত বলা যাবে। মামলা নিতে অস্বীকারের বিষয় সম্পর্কে জানতে চাইলে তিনি বলেন, ‘সে আমাদের কাছে মামলা করবে বলে কোন জানায়নি।’

Seeing no solution to the situation, he reported the matter to the Additional Superintendent of Police. He was called to the SP office and asked to give details. There, he presented the pictures, videos and other evidence he had. At that time, Safiur was also present there and promised to marry him. But soon after, he entered the Alpha-2 officer's room and said that he did not know the woman. However, the woman also said that they had both been working in the same police station for a long time.
Meanwhile, at that time, Safiur came with a female constable, Swarna, and claimed that they had married a year ago. However, according to police rules, members have to take permission to marry—neither of them could show that permission paper. Without taking any decision in the end, the SP office only accepted a written complaint and sent both of them to the police lines. The victimized female police member expressed anger and frustration and said, "I just want justice. I have been raped day after day in the police station as a police member, but no one is doing anything for me. The evidence has been destroyed in front of my eyes, and no one wanted to take a case. I don't want to live anymore."
When I called the accused constable Safiur's number to talk about the complaint, the phone was disconnected even after calling him several times. Even after calling the officer-in-charge (OC) of South Keraniganj Police Station, Syed Mohammad Akhter Hossain, several times about the matter, he did not answer the phone. However, OC Investigation Al-Amin Hossain said, "We informed the matter to the higher officials only after the female constable complained to us on August 18. At that time, they were initially connected to the district police line. And the matter is being investigated. Details can be given after the investigation. When asked about the refusal to take the case, he said, "She did not tell us that she would file a case."
